Reliance Jio's 1,600-Satellite LEO Constellation Receives Technical Clearance from IN-SPACe

India has taken a significant step toward establishing its own large-scale low Earth orbit (LEO) satellite communications network after the Indian National Space Promotion and Authorisation Centre (IN-SPACe) determined that Reliance Jio's proposed satellite constellation is technically viable.
The approval marks an important milestone for India's ambitions to build an indigenous satellite broadband ecosystem capable of supporting commercial connectivity while strengthening national security and strategic communications.
IN-SPACe Backs India's Largest Proposed LEO Constellation
According to reports, Reliance Jio plans to deploy approximately 1,600 LEO satellites, making it the country's largest proposed satellite constellation to date.
The technical assessment was conducted collaboratively by IN-SPACe, the Indian Space Research Organisation (ISRO), and the Wireless Planning and Coordination (WPC) wing of the Department of Telecommunications. The review concluded that Jio's proposed architecture is technically sound and aligns with the capabilities demonstrated by leading global LEO satellite systems.
The approval enables the Indian government to provide regulatory support for the company's international filings, including coordination with the International Telecommunication Union (ITU) and the allocation of orbital resources required for constellation deployment.
A Strategic Move Toward India's First Homegrown LEO Network
The project represents more than another commercial satellite venture. It is expected to become a foundational element of India's long-term strategy to establish a sovereign satellite communications infrastructure.
An indigenous LEO constellation would reduce dependence on foreign satellite operators while expanding secure broadband access across the country. Such capabilities are increasingly viewed as critical infrastructure as governments worldwide prioritize resilient communications networks amid evolving geopolitical challenges.
Industry observers also view the initiative as an important step toward enhancing India's technological independence in the rapidly expanding global satellite communications market.
Throughput Plans Surpass Current Competitors
One of the most notable aspects of Jio's proposal is its planned network capacity.
The company is reportedly targeting 4.5 to 5 terabits per second (Tbps) of throughput across India—substantially higher than competing satellite broadband proposals currently under consideration.
For comparison:
Starlink has received approval for approximately 600 gigabits per second (Gbps) of capacity in India.
Amazon's Project Kuiper has proposed roughly 3 Tbps, although it has not yet secured authorization from IN-SPACe.
If deployed as proposed, Jio's constellation would represent the highest planned satellite broadband capacity approved for the Indian market.
National Security Emerging as a Core Priority
Beyond commercial broadband services, the constellation is also being evaluated for its potential contribution to India's defense communications infrastructure.
Reports indicate that discussions are underway regarding the integration of defense-related payloads aboard certain satellites within the constellation. While no official implementation details have been announced, the consideration reflects the growing convergence of commercial space infrastructure and national security requirements.
